Resources for 2024 Open Enrollment
You can still access resources to review information on benefits that become effective January 1, 2024.
If you log in to FBMC after open enrollment has ended, you can click the "Enrollment Confirmations" tile to review completed benefit changes made during Open Enrollment and in past years.
All changes in coverage will become effective on January 1, 2024. Because the College is required to pay medical insurance premiums a month in advance, the deduction for January 2024 will be reflected in the December 2023 payroll.
Overview for 2024
Medical Insurance: The continuing medical plans are all Florida Blue, Gold-level plans: Plan A, PPO Blue Options; Plan B, HMO Blue Care, Plan D, HSA PPO. You will see changes only in dependent rates. The College will cover the cost for employees.
Health Savings Account (HSA): The Florida College System Risk Management Consortium will provide a contribution of $400 for each participating employee, $800 for an employee plus 1, $1200 for an employee plus 2 or more.
Employees who want an HSA payroll deduction for 2024 (new enrollees AND current 2023 participants) MUST have completed a NEW form and submited it to HR prior to October 20, 2023.
Adult children may be added to a medical plan through age 26 with acceptable verification documents — or through age 30 if they meet the following criteria:
- Unmarried and does not have a dependent;
- Florida resident or a full-time or part-time student;
- Not enrolled in any other health coverage policy or group health plan;
- Not entitled to benefits under Title XVIII of the SS Act unless the child is a handicapped dependent child.
When adult children are no longer eligible, they will be termed out at the end of the calendar year.
PLAN C (Delta Dental PPO/Vision Service Plan)
This plan is still available for those who do not want or need a medical plan. The
College covers the employee cost, but dental rates for dependents have increased.
Delta Dental PPO/HMO or Humana Vision Insurance: Rates for Delta Dental PPO have increased; however, the College still pays the employee-only tier. The Delta Dental PPO benefit changes are only for out-of-network facilities. Employees are encouraged to use in-network dentists as it will be more cost effective for them. There are no changes to Vision insurance.
Eagle Benefits Flexible Spending Account (FSA): You MUST enroll each year that you wish to participate in a Flexible Spending Account. EVERYONE (current members who wish to re-enroll in Flex for 2024, as well as new enrollees) must submit a hard-copy form to HR by October 20, 2023. Web enrollment is NOT available. Forms are available in the HR Office or are through the CANVAS Course.
Employees may enroll in an FSA or an HSA; never both during the same plan year. The maximum medical reimbursement through an FSA is $2,850; maximum dependent care reimbursement is $5,000.
One America: For those already enrolled for the short-term and/or long-term disability benefit, the deduction may be viewed on the pay stub as ST Disab or LT Disab. You do not need to re-enroll!
IF you were not enrolled and you wished to enroll or make changes, paper forms were required and those forms were available in the HR Office or from the CANVAS Course. No evidence of insurability or medical tests are required. Completed forms were due in the HR Office by October 20, 2023.
The Standard Life Insurance: Beneficiary changes to your Life Insurance may be made at any time; contact the HR/Benefits Office to complete a Beneficiary Change Form.
Pharmacy: Walgreens, Walmart, Sam’s, and Publix remain the in-network pharmacies.
