EFSC Procurement Services

Thank you for visiting our website, and for your interest in doing business with Eastern Florida State College. Our mission is to develop and maintain strong business relationships with vendors and suppliers from the community and provide excellent customer service to all departments throughout our institution.

The Procurement Services Office serves our College staff and faculty by purchasing equipment, supplies and services from the business community in a timely manner while obtaining the best price. Our Office complies with all provisions of Florida Statutes, State Board of Education Administrative Rules, College Administrative Rules and Procedures, and Eastern Florida State College Board of Trustees policies.

EFSC Procurement Services maintains a computerized list of vendors. From this list, vendors are contacted to participate in the procurement process. To be placed on the Computerized Vendor list, complete and submit an EFSC Vendor Registration Form and W-9 Form.

Authorization

Suppliers are cautioned against making a delivery or performing a service for the College without having an authorized purchase order. If vendors supply items to College personnel without proper authorization, the vendor must assume the responsibility for collection of the payment of these goods or services from the individual with whom the transaction was made. However, for authorized purchases, deliveries shall be made to the address indicated on the purchase order or to other locations as authorized by Procurement Services.

Equal Access Policy

It is the policy of Eastern Florida State College to provide all persons an equal and fair opportunity to participate in procurement and contracting opportunities sponsored by the College. We wish to ensure bidders, contractors, and their subcontractors and suppliers are not victims of discrimination in the College's contracting practices based on race, creed, color, gender, national origin, ethnicity, disability, and religion.

Florida Statutes and Procurement

The procurement process is designed to ensure fair competition. EFSC's competitive procurement process is based on FL section 287.017 (purchasing thresholds) section 287.057 (procurement methods) and Florida’s Administrative procedures act, section 120.57(1)(2)(3) and Chapter 28-110, Florida Administrative Code.  All vendors are encouraged to read and understand these and other statutes pertaining to procurement in Florida.

Gifts and Gratuities

Acceptance of gifts by EFSC's employees at any time, other than advertising novelties, is prohibited.  Employees must not become obligated to any supplier and shall not participate in any EFSC transaction from which they will personally benefit, either directly or indirectly.

Minority/Women Business Enterprises (M/WBE)

EFSC encourages all segments of the business community to participate in its procurement program. Procurement Services utilizes numerous Internet based sites which include lists of M/WBE businesses to facilitate increased participation. Minorities and women business owners are asked to contact the Procurement Agent for more information or assistance in participating in the College's procurement program. Execution of a self-declaration form from all vendors claiming minority status is requested. This form is available on our website.
