EFSC Becomes First College in Florida with Four Approved Workforce Pell Grant Programs

Eastern Florida State College is now the first college in Florida to receive approval for four Workforce Pell Grant programs, expanding access to federal financial aid for students pursuing short-term workforce training leading directly to high-demand careers.

Last week, the U.S. Department of Education approved four Workforce Pell Grant programs at EFSC as part of Florida's designation as the sixth state in the nation to receive program approvals under the new federal initiative. Eligible students can now use Federal Pell Grant funding to enroll in EFSC workforce programs that prepare them for careers as correctional officers, emergency medical technicians (EMTs), firefighters, and other critical public safety occupations.

The milestone follows a Sept. 17 event hosted by EFSC that brought together Florida Governor Ron DeSantis, Florida Commissioner of Education Dr. Henry Mack, Lynda Weatherman, President and CEO of The Economic Development Commission of Florida's Space Coast, EFSC Board of Trustee member Dr. Kristine Zonka, state legislators, local elected officials, industry partners, community stakeholders, faculty, and staff to highlight the launch of Workforce Pell in Florida.

Established through the Working Families Tax Cuts Act, Workforce Pell represents a significant expansion of federal student aid by extending Pell Grant eligibility to qualifying short-term workforce training programs. Many programs can be completed in as little as eight weeks, providing students with faster pathways to employment in high-skill, high-wage, and in-demand occupations.

"Workforce Pell is restoring common sense to higher education: lowering costs, opening faster pathways to family-sustaining jobs, and opening new opportunities for students to pursue the American dream," said U.S. Under Secretary of Education Nicholas Kent. "This approval marks an important milestone in expanding pathways for Floridians to enter critical public safety occupations across the state."

Florida Governor Ron DeSantis praised the approval and its impact on workforce development opportunities across the state.

"Today's announcement of four Workforce Pell Grant programs at Eastern Florida State College allows for expanded access to affordable training for students pursuing high-wage, in-demand careers," DeSantis said. "We appreciate the Trump Administration and U.S. Department of Education for expanding access to federal financial aid so that Floridians pursuing workforce credentials have the same opportunity to invest in their future as students enrolled in traditional four-year degree programs."

The Workforce Pell Grant program was developed by the U.S. Department of Education in consultation with leaders from the U.S. Department of Labor's Employment and Training Administration, which at the time was led by Dr. Henry Mack, now Florida Commissioner of Education.

For EFSC President Dr. Jim Richey, the approval reflects the College's longstanding commitment to workforce education and student success.

"Eastern Florida State College is tremendously proud to be the first college in Florida to support this innovative Workforce Pell Grant program in partnership with national and state leaders," Richey said. "By aligning affordable education and workforce training with industry needs, we are creating more opportunities for students while helping employers build the skilled workforce necessary to drive Florida's future economic growth."

Recognizing the potential impact of Workforce Pell, EFSC leadership established a collegewide task force in 2025 to identify certificate and clock-hour workforce programs of fewer than 15 weeks that could qualify for Pell Grant eligibility. The effort brought together representatives from Financial Aid, Academic Affairs, Workforce Education, and Institutional Effectiveness to position the College for implementation of the new program.

"Workforce Pell creates new opportunities for students who may not have previously qualified for federal financial aid but are looking for a fast pathway into a rewarding career," said Denise Scalzo, Executive Director of Collegewide Financial Aid. "By helping students access training in high-demand fields, these grants remove financial barriers while creating a foundation for continued educational advancement. Many students will begin with a workforce credential, gain employment, and then be positioned to continue their education through degree-granting programs."

Michelle Curtiss, who served as lead staff member for the Workforce Pell task force, said the approved programs address both student opportunity and workforce demand.

"The approved programs address critical public safety workforce shortages while providing students with a direct route to employment," Curtiss said. "This initiative strengthens the connection between education and workforce demand, ensuring students can move quickly into careers where trained professionals are urgently needed."

The Workforce Pell Grant Program is designed to support occupations demonstrating strong labor market demand while helping address workforce shortages across Florida. By expanding federal financial aid eligibility to short-term workforce credentials, the initiative is expected to strengthen the state's talent pipeline and create new opportunities for students seeking affordable, career-focused training.

EFSC officials will continue evaluating additional programs that may qualify for Workforce Pell eligibility in the future, further expanding opportunities for students while supporting workforce needs throughout Brevard County and beyond.
